Anton Alekseev is one of the leading experts on the Russian market, focused on real estate, construction, urban planning and land law.

For more than 15 years, he has been advising on real estate and construction matters, including complex land-related issues such as the transfer of land plots into different categories, transactions involving land plots, and the use of forest and agricultural land as well as water bodies.

Anton has extensive experience in providing legal support to construction projects at every stage — from preparing contractual documentation (design, construction and reconstruction contracts; project management; technical customer services; and EPC contracts) to participating in negotiations with Russian and foreign counterparties, resolving construction disputes, and obtaining regulatory permits.

His projects include:

• Supporting the construction and commissioning of the Olympic Village, valued at more than RUB 20 bn (Infrastructure Project of the Year, The Lawyer European Awards).
• Providing comprehensive legal support to construction of major sports and infrastructure facilities in St Petersburg, with a combined value of more than RUB 40 bn.
• Providing full legal support to the construction of a pharmaceutical plant in Yaroslavl for an international pharmaceutical company, valued over USD 50 m.
• Supporting the acquisition of land plots and construction of a maritime port terminal in the Russian Far East, valued at approximately RUB 12 bn, as part of one of the first large-scale investment projects in Russia.
• Developing standard design and construction contracts for one of Russia’s largest energy companies.
• Representing a foreign contractor in the construction of a major gas processing plant in Russia, valued at approximately EUR 19 bn.
• Providing legal support in concluding a general construction contract for the development of a coalmine and related infrastructure, valued at more than RUB 50 bn.
• Advising a major foreign contractor on entering into an EPC contract for the construction of a subsea interfield pipeline.
• Representing a foreign contractor in concluding more than ten large EPC contracts in the industrial construction sector across several regions of Russia.
• Providing legal support to a major manufacturing enterprise in developing an EPC contract for the design and construction of a gas-chemical complex valued at approximately RUB 200 bn, including preparing the complete tender package (EPC contract, technical services agreement and tender documentation).
• Advising clients on the implementation of projects involving the construction and reconstruction of regional airports across Russia.
• Supporting several major Russian health-resort construction projects, including urban-planning analysis, the acquisition of land and forest plots, land-use reclassification, and comprehensive project support throughout the construction process.
• Conducting comprehensive legal due diligence for the Lenta retail chain on several dozen sites in various regions of Russia.
• Advising Metro Group on an agreement to sell the Real hypermarket chain to Auchan.
• Advising a special committee of bondholders on Russian-law matters in connection with the international debt restructuring of Roust Corporation, the world’s largest vodka producer.
• Providing legal support to several major office and warehouse lease transactions in Moscow, St Petersburg, Kazan, and other regions of Russia.
• Litigating a regional legal act establishing a resort zone in relation to a seaport.
• Representing one of the largest construction companies in a dispute over the bankruptcy of an Olympic Facilities developer, where the client’s claim, worth over RUB 400 m, was entered into the creditors claim register, and the main opponent’s claim was denied.

In 2005, Anton graduated with honours from the Faculty of Law at St Petersburg State University and in 2007 he obtained his Master of Laws degree.

Anton gives lectures for lawyers of construction companies at the Law School of St. Petersburg State University and has been taught his personal course “Legal Regulation of Real Estate and Construction” at the Higher School of Economics for many years. He is the author of a number of scientific articles and regularly speak at webinars on real estate and construction issues.

Anton has been admitted to the St. Petersburg Bar Association since 2009.
