On June 11, 2021 the Presidium of the FAS Russia published the Guidelines No. 19 "On the specifics of state antimonopoly control over economic concentration". The document was developed jointly with the Association of Antimonopoly Experts involving EPAM Competition Law Practice experts.

The document provides guidance on the procedure for conducting an economic analysis of a transaction and its anticompetitive consequences, describes procedural aspects of filing an application, as well as defines the criteria by which the FAS Russia issues behavioral and structural remedies.

Guidelines will contribute to the formation of uniformity in the application of the antomonopoly legislation and are intended, on the one hand, to ensure the transparency and predictability of decisions of the antimonopoly authority for business, and on the other hand, to respond to the most common questions regarding the procedure for approval of such applications.
