Workshop on ‘Infrastructure and Utility Lines: From Theory to Practice’

EPAM and the Russian Guild of Managers and Developers invite you to participate in a workshop exploring the topic of ‘Infrastructure and utility lines: from theory to practice’. The event will be held on 29 September (Tuesday) from 10:00 to 12:00 at the Auction House of the Russian Federation, 5 Grivtsov Lane, St. Petersburg.

Federal law 171-FZ of 23 June 2014 introduced significant amendments to the provisions of the Land Code of the Russian Federation, including changes to easement regulations for the purposes of installing infrastructure and utility lines. Special grounds for the registration of land rights were introduced, bypassing procedures for allocating land for structural repairs and reconstruction purposes. The majority of the Land Code amendments came into effect on 1 March 2015.

At the workshop, seasoned experts in real estate and construction will discuss the controversial issues of cadastral registration of infrastructure and utility lines and the registration of title to them, and the problems associated with declaring certain types of lines to be real estate objects. Workshop participants will discuss the conditions and procedural formalities for a number of lines to be registered as a single real estate object, as well as the procedure for establishing security zones and legalising lines built without prior authorisation.

• The sources of legal regulation of cadastral registration of utility lines and the procedure for said registration
• The simplified procedure for registering title to utility lines
• The declaration of utility lines as unauthorised structures
• New procedures for granting land for installing infrastructure and utility lines
• Procuring easement for utility line placement
• Peculiarities of land provision for structural repairs and line reconstruction
• Establishing land lots for the placement of utility lines
• Practical aspects of cadastral registration of utilities. Experience of the State Department of Evaluation and Inventory of Real Estate
