Pavel Lobachev specialises in commercial real estate, land law, and urban planning law.

He has extensive experience in contractual work, including structuring relationships between construction parties, supporting negotiations with counterparties, preparing contracts concluded during the construction process (design, construction and reconstruction contracts; project management; technical customer services; and EPC contracts), as well as resolving disputes arising from construction projects.

Pavel is also focused on providing comprehensive legal support for investment projects involving the development of real estate, including site selection and the acquisition of rights to such sites.

He plays an active role in PPP projects, including those implemented under concession agreements. He possesses deep expertise in securing government support measures for investment projects, including preferential loans and subsidies.

Pavel also has experience representing clients before Russian courts in land and urban planning disputes, including disputes arising from construction contracts.

Pavel has been involved in a number of significant projects, including:

• Advising on the performance of shipbuilding contracts.
• Providing legal support to the projects worth over RUB 100 bn as part of LNG production construction and steel plant modernisation projects.
• Advising foreign clients on the performance of EPC contracts worth more than EUR 1.5 bn for the construction of industrial facilities in the Russian Far East.
• Providing comprehensive support to a joint venture of foreign companies in acquiring rights to a site for factory construction, including legal due diligence, assisting in mitigating identified risks and representing the client before relevant authorities.
• Supporting the acquisition of rights to a site located within a special economic zone for the construction of an automotive components’ plant, including securing government support measures. As a result, a loan of over RUB 4 bn was obtained at an annual interest rate of 1%.
• Representing an investor in a court dispute with a municipal authority concerning the recovery of more than RUB 150 m in damages from the client due to a breach of an investment contract for residential construction.
• Providing legal support to an airport company on preparing a project for relocation of an operating airport under a concession agreement, with a total construction value exceeding RUB 90 bn.
• Advising on various issues related to the construction of airport infrastructure facilities in different regions.
• Conducting legal due diligence on 210 land plots and advising on the registration of rights to them as part of a concession project for the reconstruction of a municipal water supply system.
• Carrying out legal due diligence on real estate as part of asset acquisition transactions in various regions of Russia.

Pavel holds both a bachelor’s and a master’s degree from the Financial University under the Government of the Russian Federation.
