Pavel Sukholinsky specialises in corporate law and providing legal advice on industrial projects, including day-to-day business legal support, corporate governance, as well as corporate reorganisation and restructuring. He has extensive experience in advising companies on civil, corporate, employment, and administrative law, as well as on subsoil use.
At the Firm, Pavel contributed to the development of draft amendments to the Russian Civil Code, the Russian Administrative Offences Code, and the Russian Forestry Code. He was also engaged in the development of draft federal laws and amendments to:
- Federal Law “On Limiting Greenhouse Gas Emissions” and Federal Law “On Conducting an Experiment to Limit Greenhouse Gas Emissions in Certain Constituent Entities of the Russian Federation”;
- Federal Law “On Commerce in Medicines”;
- Federal Law “On the Securities Market”;
- Draft law banning plastic near Lake Baikal, which was awarded a prize in “Lawmaking” category at Pravo-300 Awards in 2023.
Pavel has also contributed to the development of a significant number of regulations on various topics.
Over the course of his career, Pavel has advised clients on the legislative process and administrative law, as well as on federal and regional support measures in various economic sectors (energy, metals, coal mining, transport infrastructure, education, sport, and medicine). Having extensive experience in managing legal departments at major Russian industrial corporations, including state-owned, he has acted for companies during field audits, liaised with law enforcement and federal executive bodies and customers under state contracts. Pavel is also highly experienced in negotiating with international counterparties and legal counselling on corporate reorganisations and restructuring (including those at international companies).
Prior to joining the Firm, Pavel was head of legal at some of the largest Russian companies and sat on the boards of their affiliates and subsidiaries. Pavel has also worked at a Magic Circle law firm for over five years.
Pavel graduated with honours from Lomonosov Moscow State University Faculty of Law (1999). He received his PhD from the Institute of State and Law of the Russian Academy of Sciences (2013).
Pavel is the author of On the Way to Law and State (Moscow: MAKS Press, 2010) and a number of articles on legal theory and political science.
He has been admitted to the Moscow Bar.
