Maxim specialises in legislative affairs and provides legal advice to clients on a wide range of public law matters. In particular, he focuses on the legal regulation of government support measures, domestic trade, industrial production, compliance with mandatory business requirements, and regulatory oversight.

He has extensive experience in drafting and advising on procedures for the passage of amendments to draft laws and other regulatory legal acts.

Maxim’s highlights are:

  • Advising clients on accessing federal and regional government support in specific sectors of the economy (including transport, industry, and agriculture).
  • Representing clients’ interests in matters related to manufacturing activities in rural areas.
  • Consulting on issues related to the localisation of seed production and the registration of breeders of agricultural plant varieties or hybrids.
  • Advising on the protection of enterprise territories from acts of unlawful interference.
  • Supporting investment projects implemented in territories with special customs, tax, investment, and related regulatory regimes.
  • Developing legal solutions for projects aimed at import substitution, the introduction of innovative products, technologies, and services to the Russian market, and improving investment activity under conditions of unfriendly actions by certain states.

Maxim is also engaged in projects involving budgetary and environmental legislation, the electric power industry, mining, cryptocurrency circulation, counter-sanctions measures, technical regulation, and the management of state property.

He is the author of several academic articles on various topics and regularly participates in conferences and round tables involving government authorities.

Before joining the Firm, Maxim worked for the Ministry of Industry and Trade of the Russian Federation and Laboratory for Research on the Protection of State Interests under Economic Sanctions, HSE University.

In 2021, he graduated with honours from the Law Institute of Siberian Federal University, and in 2023 – from the master’s programme in Public Law at the Faculty of Law, National Research University Higher School of Economics (HSE University). Maxim is currently a doctoral student at HSE University, specialising in Public Law.
